Community Parking

Parking Rules & Main Points

Carnelian’s parking rules apply to homeowners, tenants, residents, guests and service vehicles. The goal is to keep private community streets safe, accessible for emergency vehicles, available for legitimate parking needs and clear for scheduled street cleaning.

Homeowners are responsible for their household, tenants and guests. Parking violations by household members, tenants or guests can result in warnings, fines or towing, with consequences and costs assigned to the homeowner under the Association’s rules.

Start Here: Use Your Property Parking First

Residents are expected to use available garage and driveway parking as their primary parking locations. Street parking is intended for situations where available on-site parking is already occupied or otherwise unavailable.

Garage & Driveway FirstMake reasonable use of available on-site vehicle parking before using community streets.
Street ParkingVehicles must not block driveways, hydrants, mailboxes, utility equipment, emergency access or normal traffic flow.

Wednesday Street Cleaning

Street cleaning takes place every Wednesday. Please follow posted signage and move vehicles from community streets before the restricted period. The current community reminder window is 12:00 PM–2:00 PM.

Please move vehicles off community streets before the restricted period. A parked vehicle can prevent the sweeper from cleaning the curb area and may lead to a warning, citation or towing under HOA policy.

Parking That Is Not Allowed

Never Block AccessDo not block driveways, fire hydrants, emergency routes, mailboxes, trash bins, intersections or pedestrian corners.
Restricted AreasNo parking on sidewalks, lawns, landscaped areas, fire lanes, red curbs or areas posted “No Parking.”
No Double ParkingVehicles must not obstruct traffic flow or create a safety hazard.
72-Hour LimitA vehicle may not remain in the same street location for more than 72 consecutive hours.

Guest Parking

Green-curb guest parking is reserved for visitors. Residents should use their driveway or permitted street parking before using guest spaces. Resident vehicles or vehicles occupying guest spaces for extended periods may be subject to enforcement.

Vehicle Requirements

  • Current registration, valid plates and up-to-date tags.
  • Operational and in good working condition.
  • Actively used—not abandoned or stored on community streets.
  • No fluid leaks that create a maintenance or safety concern.
  • Major vehicle repairs are not permitted on streets or common areas; emergency repairs are limited to what is necessary to move the vehicle.

Not permitted overnight on community streets

Commercial vehicles, RVs or motorhomes, boats or trailers, campers, limousines and oversized work trucks. Temporary service or moving vehicles may be present while actively servicing a residence.

Enforcement — What Residents Should Expect

For ordinary repeat parking violations, Carnelian uses progressive enforcement:

1st ViolationWritten warning / citation notice and opportunity to correct the issue.
2nd ViolationHOA fine may be issued to the homeowner, subject to required notice and hearing procedures.
3rd Parking ViolationThe vehicle may be subject to towing at the vehicle owner’s expense.

Before monetary penalties or disciplinary action, the Association’s Enforcement Actions Policy provides for written notice and an opportunity for a hearing, consistent with applicable California requirements.

Safety Violations May Be Towed Immediately

Progressive warnings do not apply when a vehicle creates an immediate health, safety or emergency-access concern. Examples include parking in a fire lane, blocking a fire hydrant or emergency route, obstructing emergency or legally required access, or creating another hazardous condition.

Homeowners: Please Share the Rules

Owners should make sure tenants, household members and guests understand the community’s parking expectations. Providing the rules when a tenant moves in—or when guests will be staying for several days—can prevent unnecessary violations and towing costs.
