Homeowner Help Center

Who do I contact?

A simple guide to the Board, property management and the tools available to Carnelian owners and household members.

How Carnelian Works

Board, management & homeowners

๐Ÿ‘ฅ

Board of Directors

Homeowners elect the Board to establish Association policy, approve budgets and contracts, make governance decisions and provide oversight. Individual directors are not the day-to-day customer-service desk for owner accounts or routine requests.

๐Ÿค

Property Management

Management handles day-to-day owner support and Association administration: account and portal questions, key fobs/access matters, compliance communications, ARC routing, common-area service requests, records and coordination with vendors.

๐Ÿ

Homeowners & Household Members

Owners are responsible for keeping their contact information current, reviewing Association communications, following governing documents and using the management/owner portal for routine requests. Household members can use this page to understand where questions should go.

Current Management Partner

Optimum Property Management

The Owner Portal is the best starting point for many homeowner needs. Use it to manage Association communications and payments, submit requests, and access available Association information.

What You Can Do Online

Start with the portal for routine owner needs

Available information can vary by association and account, but these are the kinds of owner services the portal and management team are intended to support.

๐Ÿ’ณ HOA dues & account questions

Review payment options, assessment information and submit billing questions.

๐Ÿ“„ Governing documents

Find available CC&Rs, Rules & Regulations, policies and other Association documents.

๐Ÿ“ฌ Compliance & notices

Stay current on Association communications, compliance matters and notices tied to your property/account.

๐Ÿ“Š Budgets & financial information

View the public Financial Health summary, or access detailed owner financial and budget materials through the Association portal.

๐Ÿ”ง Requests & common-area concerns

Submit or route maintenance and general requests to the management team rather than relying on an informal conversation with a Board member.

๐Ÿ”‘ Key fobs & resident support

Contact management for access-control questions, key-fob needs, owner records and other day-to-day resident support.

Architectural Review

Planning a home improvement?

Start here before work begins. Carnelian's Architectural Review Application states that ARC approval is required before approved work commences.

ARC process at a glance

1. Plan your project.   2. Complete the application.   3. Attach the required supporting documents.   4. Submit the complete package for review.   5. Wait for written approval before beginning applicable work.

What to include: the completed application plus a marked-up plot plan/site survey showing the proposed improvement, property lines/setbacks and supporting measurements, drawings, color photos, samples or other information needed to understand the exterior appearance and location of the project.

Project-specific information may also be required. The application includes guidance for exterior paint, fences, landscaping changes, construction projects, roof changes and other exterior work.

Important: The current application directs homeowners to email the completed form and required documentation to communication@optimumpm.com. Incomplete submissions can delay the review timeline. Owners remain responsible for any required city/county permits and code compliance.
